After researching the App Store, there were a few apps which did offer users capabilities to make a phone call via VoIP over a wifi connection, but the majority of these apps were "locked" to a single provider. There were 1 or 2 apps that offered users the ability to use their own provider but these apps did not have the bonus feature to send an SMS message over IP.
